Position Summary:
Under the direction of the Director of HR, processes payroll for over 400 employees using the MUNIS and Kronos systems. Responsible for all aspects of HR transactional duties. Ensure timely preparation, processing, and accuracy of payroll for the DRJ Court, including the Juvenile Intervention Center (24/7). Train Court staff as required. Prepare financial reports. Work closely with the human resources team regarding payroll, employee files, benefits, etc. Responsible for tracking all FMLA usage, benefits payments, and WC claims. This position serves as a back up to the HR Specialist.
Essential Functions and Responsibilities:
- Reconcile timesheets between payroll systems and ensure accurate and timely payroll processing and submission. Ensures Court compliance with laws and regulations related to payroll. Researches and adjusts as needed.
- Ensure accurate longevity, promotions, retro pay, and tax withholding calculations. Updates sick leave, vacation leave, family, and medical leave, leave without pay, leave of absence, military leave, etc., in the payroll system.
- Process employee health and wellness benefits, which include medical, pharmacy, behavioral health, dental, vision, short and long-term disability, life insurance and flexible spending programs, and COBRA.
- Processes all Personnel Action Forms (PAF) into the MUNIS and Kronos payroll system and HR databases.
- Creates and maintains up-to-date personnel files. Responsible for auditing, retention, and destruction of all employees files (Active/Inactive) according to local, State, and Federal laws.
- Develops, maintains, and distributes forms and memorandums to Court employees concerning payroll processing, procedures, and changes.
- Audit, track and update employee health and wellness benefits, sick, vacation, and personal leave balances, FMLA usage, and BWC claims.
- Responsible for payroll (excel) spreadsheets and memos for cost-of-living adjustments, salary adjustments, wellness incentives, etc.
- Completes and processes all employment verifications.
- Performs other duties as assigned.
Minimum Requirements:
- High school graduate or GED.
- Post-secondary or college education preferred.
- Two (2) years experience in an HR administrative role or similar position.
- Experience working in public sector payroll, finance, or human resources preferred.
- Strong organizational skills with the ability to multitask and prioritize tasks effectively.
- Excellent attention to detail and accuracy.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Knowledge of UKG Kronos systems and/or ERP (Munis) preferred.
- Excellent communication and interpersonal skills.
