Accounting Supervisor – Capital
Milwaukee County Mitchell International Airport
Annual Salary: $66,580.80 – $99,860.80
Job Summary: Supervises one Airport Senior Accountant, and one PFC Program Coordinator. Oversees the FAA Airport Improvement Program (AIP) grant applications; coordinates with FAA and State Bureau of Aeronautics in use of grant funds in constructing an efficient and safe airport. Works with the Airport Engineer and Airport senior management in the determination and entry of the Annual Capital Budget, coordinates bi-annual changes in the Capital Improvement Plan (CIP), and Cash Flow updates. Takes the lead on all Passenger Facility Charge (PFC) amendments and new applications based on planned PFC project usage within the CIP. Airport procurement card administration, capital project grant invoices for reimbursement requests, keeper of capital financial records, and Federal and state grant receivables recording, tracking and follow-up. Responsible for the complex reconciliation of Capital project revenues and expenses. Annual Audit Lead for PFC and Capital audit requests.
Essential Duties and Responsibilities:
- Supervise two Accountants - Direct and manage two (2) full-time employee (FTE) positions. Complete and conduct HR, benefits, professional development planning, annual reviews, and administrative duties for the two (2) FTEs assigned to capital. Ownership to teach all tasks for the two (2) FTEs assigned to capital; perform all functions for the two (2) FTEs assigned to capital as needed during vacancy/turnover, leaves of absence, or vacations.
- Grants Manager and Federal Funding Subject Matter Expert - Administer, monitor, request reimbursements, and manage Airport Improvement Program (AIP) grants ($2-20 million annually). Reconcile and maintain grant payables and grant receivables accounts.
- Capital Improvement Plan (CIP) Budget - Research, compile and prepare annual Airport Capital Budget ($20-50 million annually). Research, compile, and complete capital carryovers ($2-5 million annually). Prepare capital program exhibits for airport stakeholder meetings. Monitor balances, review activity, reconcile budget versus actual, update expenditures, revenues, and assumptions for the Airport Cashflow. Track projected funding, manage funding sources, work with Project Management Office on project changes, and programming projects in the 1–5-year, 6-10 year, and 11+ year horizon. Point of contact for audit questions related to the capital program.
- Airport Passenger Facility Charges (PFC) and FAA reporting - Administer, apply for new agreements, amend current agreements, and manage Passenger Facility Charge (PFC) Collection and Use agreements ($10-50 million per application).
- Monitors funding for capital projects and monitors reserves - Accounts for and tracks capital project funding within the CIP. Funding sources for capital projects can include bonds, PFCs, state and FAA grants, TSA contributions, or contributions from Airport reserves. Invoices the funding source or transfers funds as needed. Monitors reserve funds for usage and balance and prepare year end reserve balance reconciliation.
- Year End Duties, Audits (PFC, Operating, and Single Audits) - Point of contact for audit questions related to the capital program. Point of Contact on audit for Passenger Facility Charge (PFC) Program (Annual). Complete grant single audit annually. Respond to and comply with internal audit request. Research, recommend and enter complex year end entries for accounting manager to review and approve. Research and complete yearend reconciliations as assigned
- Fixed Assets and Deprecation - Review, manage, and approve operating and capital fixed asset entries. Oversee and conduct bi-annual physical fixed asset inventory. Calculate annual deprecation for operations and capital; review actual versus budget figures every month
- Reporting - Generate ad hoc reports for airport leadership and stakeholders and execute data analysis and special projects as assigned by airport leadership.
- Other Duties - Perform other duties as assigned by airport leadership. Accounting resource for business units and stakeholders. Support county architecture and engineering with capital projects. Serve and support duties of the accounting manager and director of finance and administration.
Minimum Requirements:
- Current resident of Wisconsin
- Bachelor’s Degree in Accounting, Finance or closely related field
- Three (3) or more years of practical work experience in accounting and finance or related field.
- At least One (1) year or more supervisory/management experience
Additional Comments:
- Desired knowledge of INFOR general ledger system and GCR Airport Financial Management System, or expected to acquire.
- Desired knowledge of FAA reporting systems for PFCs and SOAR, or expected to acquire.
- Creates and maintains strong relationships with Federal and State aviation administrators, Airport employees, and other departments.
- Requires knowledge of government accounting standards, Certified Public Accountant (CPA) or CPA candidate preferred.
- Reviews and approves journal entries made by the Accountants.
