JOB SUMMARY: This position performs specialized accounting work in compliance with GASB 87 and 96 leases, contract accounting, utility accounting, and general accounting functions. Responsible for managing lease and contract reporting requirements, utility sales and transaction analysis, year-end reporting, audit preparation, and providing technical accounting guidance across multiple accounting functions.

  • Creates, updates, analyzes, and processes accounting transactions; analyzes financial transactions; provides accounting guidance; communicates financial information; records adjusting and corrective journal entries; assists departments with financial questions, training, and systems integrations.
  • Analyzes ledger accounts, prepares reconciliations, and balances assigned general ledger accounts.
  • Assists with annual audit workpapers, ACFR schedules, auditor requests, and assigned financial reporting.
  • Maintains, prepares, verifies, and confirms GASB 87 and 96 leases and contracts in using the Citys accounting systems.
  • Identifies contracts requiring financial reporting and maintains contract software for year-end reporting.
  • Maintains electronic contract files for contracts not requiring financial reporting.
  • Extracts monthly utility transactions from utility software systems and supports related reconciliations.
  • Prepare monthly utility sales reports and maintain utility analytical spreadsheets.
  • Assists with reconciliation and data management for utility rate modeling software.
  • Analyzes, compiles, evaluates, and reviews information for internal and external reports.
  • Supports Accounting Manager with reporting analysis, special projects, project implementation coordination, and key financial ratio analysis.
  • Performs other related job duties as assigned.
Education and Experience:
  • Bachelors degree from an accredited institution.
  • One (1) years experience in a related field of work.
  • Or an equivalent combination of education and experience.

SUPERVISORY CONTROLS: The General Accounting Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES: Guidelines include Generally Accepted Accounting Principles; Governmental Accounting Standards Board guidelines; City ordinances and administrative policies; various federal and state requirements; auditing standards; the Machinery Act of North Carolina; local government rules and regulations; state statutes; the City Personnel Policy Manual; the Fair Labor Standards Act; and the Internal Revenue Code. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied technical accounting duties. Strict regulations and the need for accuracy contribute to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to provide technical accounting support along with reporting and financial guidance for the Citys accounting function. Success in this position results in the accuracy of City financial records.

PERSONAL CONTACTS: Contacts are typically with other City personnel, bankers, independent auditors, bond agents, various state and federal agents, IRS personnel, grantor agencies, vendors, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, justify or settle matters, and provide guidance.

PHYSICAL DEMANDS: The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Visual Acuity 2: Including color, depth perception, and field vision.
  • Visual Acuity 3: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned.
