The Role: The Payroll Coordinator performs a wide range of complex administrative and clerical duties related to the payroll and benefits operations of the School District. The Payroll Coordinator is responsible for preparing, processing and updating the School Department payroll requiring a degree of decision making and knowledge of a payroll department. The Payroll Coordinator must ensure that all local, state and government laws and regulations relating to the payment of employees are followed. ESSENTIAL DUTIES AND RESPONSIBILITIES:(The essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them form the position if the work is similar, related or a logical assignment to the position)Responsible for the payroll processing and associated operation. Tracking, analyzing and preparation of School Department payroll in coordination with schools, and departmental personnel, ensuring accuracy of pay rates and hours.Receives, reviews, confirms eligibility and processes all payrolls submitted from each of the schools pertaining to paid leave time and substitute hours to be tracked and paid at appropriate rates. Providing training and support to the secretaries and administrative team as needed.Receives, reviews for compliance, interprets contracts, organizes and processes payroll for all new hires, terminations, leaves of absences, deductions, retirement plan eligibility and enrollments, status and tax changes.Ensures all contractual obligations are entered and processed within the payroll system to produce payment for all hours, stipends, retro, longevities, overtime hours, and calculates blended rates according to the Department of Labor and district regulations.Maintain employee files proving back-up documentation for clear audit trails. Reconciles, produces, exports and submits accurate data deduction files to government agencies such as MTRS.Completes and provides backup documentation for all retirement applications, service buy-back applications for MTRS; enrolls and terminates staff in the correct retirement system; updates status changes in the appropriate retirement system.Communicates with school personnel regarding payroll schedules and procedures. Advises school offices regarding check distribution requirements, W-2 forms and other notices as required.Reconcile, close and roll over the payroll fiscal year database for new year, including leave balances and step/lane changes. Verify compliance to each union contract.Assist with payroll budget projections as necessary for budget preparation and collective bargaining negotiations preparations as determined by the Assistant Superintendent for Business.Provides customer service by responding to multiple payroll related inquiries involving a variety of issues which require detailed research and analysis.Prepares and distributes several forms and reports in accordance with varied federal and state requirements. Sets up payroll system and input for summer school.Reconciles allocations of leave benefits to ensure they are in agreement with union contracts.Researches historical payroll information and provides verification of employment.Assist walk-in employees with any payroll questions.Performs similar or related work as required, directed or as situation dictates.SUPERVISION:Complexity: Performs varied and responsible functions requiring a thorough knowledge of departmental operations and the exercise of judgement and initiative to interpret guidelines, policies, procedures and practices. Independent Action: Works under the general supervision of the Assistant Superintendent for Business, following department rules, regulations and policies. Requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule. Refers all questionable cases to supervisor. Supervisory Responsibility: NoneWORK ENVIRONMENT:Work is performed in an office environment. Majority of work is performed in a moderately noisy work environment with frequent interruptions. Operates computer, printer, telephone, copier and fax machine and all other standard office equipment. Makes frequent contact with the public, school department personnel, various departments including the Human Resources, IT Dept, Town Accountant and Finance Department. Has contact with government agencies as well as Massachusetts Teacher Retirement Board, current and past employees and other Cities and Towns. Contacts require a high degree of confidentiality. Employee has access to department confidential staff information related to payroll and benefits information. Errors could result in delay or loss of service, monetary loss and possible legal ramifications.PHYSICAL REQUIREMENTS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the ability to operate a keyboard and calculator at efficient speed.QUALIFICATIONS:Associates Degree in Business or Accounting preferred; three to five (3-5) years related work experience; or equivalent combination of education, training and experience which provides the required knowledge, skills abilities to perform the essential functions of the job.Knowledge of federal, state, and local regulations concerning wages and hours regulations, retirement, social security, tax levies, wage garnishments. Be highly functional with payroll software applications and procedures; preferred Munis experienceAbility to communicate effectively; plan and organize work while performing a variety of functions.Be flexible and cooperative.
