Minimum Qualifications
High diploma or GED. Three years of experience processing tax deeds, tax certificates, property foreclosure, or court filings to include two years of advanced technical, specialized clerical, supervisory or administrative experience are required. Completion of coursework may substitute for the required experience on a year-for-year basis.

POSITION SUMMARY
This position requires independent decision making, problem solving and leadership skills in coordination of daily office operation and office staff as it relates to the Tax Deed Unit, of the Civil and Land Sales Division. This person will be responsible for the supervision of six (6) Court Record Specialist II and one (1) Account Clerk, reporting directly to the Tax Deed Administrator. This position works closely with the Clerk's Legal Counsel on Tax Deed Summaries for Civil Actions filed challenging the Tax Deed Sales. The unit processes all Tax Deed applications filed for the Tax Collector's office; case creation to include all title holders and lien holders, setting of Tax Deed Sale; reviewing file for proper service (Sherriff, Certified and US Mail), disbursement for lien holders. This person will have a vast knowledge of Florida Statute, Chapter 197 and Florida Department of Revenues Rules and Regulations.
PREFERRED QUALIFICATIONS:
- Experience in a court or Clerk of Court environment, particularly within tax deed, foreclosure, or civil case processing.
- Supervisory experience in a high-volume, process-driven environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordinate and supervise work assignments to ensure the tax deed applications are processed and reviewed in a timely manner.
- Monitor daily assignments including but not limited to the timely processing of applicant's fees, publication notices, sheriff service, certified mail and US mail going out and the returns of this type of service for proper notification of the Tax Deed Sale.
- Monitor the timely mailing of surplus letters to title and lien holders, Review claim of Surplus for proper disbursement of surplus fund according to Florida Statutes.
- Develop, monitor and adjust procedures based on the availability of the staff. Update errors or discrepancies with the tax deed file in the Tax Deed case management system; proof of service, notice of publications; answer calls regarding the sale of tax deed and surplus claims.
- Serve as liaison between the Clerk's Office and the Tax Collector's Office, Tax Deed Management system, Clerk's legal Counsel; Miami-Dade County and City of Miami agencies regarding claim of surplus, applicants, applicant's attorneys, and third-party bidders.
- Maintain supervisory notes for employee assessments and prepare employee evaluations. Review and make determination on subordinate leave requests to assure adequate staffing of the unit. Reports employees' attendance on ePAR.
- Conducts monthly meetings with employees, prepares meeting minutes, memorandums, monthly reports and training aids.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of Florida Statutes Chapter 197 and regulations governing tax deed sales and surplus disbursement.
- Knowledge of tax deed processing procedures, including case creation, notice requirements, and service methods.
- Ability to supervise and coordinate staff, including assigning work and monitoring performance.
- Ability to interpret and apply laws, policies, and procedures to ensure compliance.
- Strong analytical and problem-solving skills to identify and resolve discrepancies.
- Ability to manage multiple priorities and meet deadlines in a high-volume environment.
- Skill in reviewing legal and financial documents for accuracy and completeness.
- Ability to communicate effectively with staff, legal counsel, external agencies, and the public.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is primarily performed in office environment, with extended periods at a computer. May involve light lifting (up to 10 lbs.).
