About the Position: **This is a non-state service (X-16) position with the Mississippi Department of Finance & Administration in Hinds COunty** The Accounting and Finance Director oversees all accounting and financial operations for the Mississippi Development Authority (MDA), leading a division of approximately 20 employees responsible for managing over 250 Treasury funds and an annual budget of roughly $300 million. The Director provides strategic leadership for budgeting, payroll, travel, contracts, cash management, grants and fund accounting, procurement, and financial reporting, ensuring full compliance with applicable laws, oversight agency requirements, audit standards, and GASB principles.Working closely with executive leadership, the Director establishes fiscal policies and internal controls that safeguard agency assets and maintain fiscal integrity, leads audit coordination and financial statement preparation, and provides expert guidance on complex financial and regulatory matters. The role also includes oversight of bond program receipts and disbursements, long-range financial planning, and staff development to support accurate, timely, and transparent financial operations across the agency.Duties and Responsibilities include, but are not limited to: Direct standard accounting operations for the agency, including payables, travel, payroll, procurement, fund reconciliations, coding, budgets, and contracts, as well as month-end/year-end close. Oversees the creation of agency contracts as well as competitive procurements. Develop, administer, and monitor agency and divisional budgets; prepare annualized projections; analyze for overspending or discrepancies and recommend actions. Oversee financial reporting and preparation of required statements and schedules in accordance with audit standards and GASB. Maintain fiscal policies, procedures, internal controls, and segregation of duties to ensure compliance and that the proper safeguards are in place to protect agency assets and maintain fiscal integrity. Oversee grant and fund accounting Ensure audit readiness; coordinate audits and corrective actions. Oversee Bond Program payments and receipts by maintaining appropriate tracking, reconciliation, and reporting tools.
