Job Description:
General Statement of Duties:
The Accountant V is responsible for preparing, reviewing, posting, analyzing and maintaining accurate account records. The position performs a variety of activities to support the Commonwealth of Massachusetts Accounting, Grants Accounting, and Reporting. This position will be primarily focused on grants (federal, state and private). Reconciles and makes recommendations on funding held in state appropriations, cash flow strategies and maintains Banner fund, and grant reconciliations. Performs bank reconciliations and complex fund analysis. Will conduct reconciliations, procedural compliance research and communications with college staff and administration. Works with administration to review and support process improvements and automation. Embraces and supports the principle that \"diversity is everybody's business\" through the daily performance of duties and responsibilities
Responsibilities:
Responsible for the preparation of various external reports along with federal and state reporting for the College and Grants.
Assist in reconciling the NGA341 reports for grant accounts to Banner.
Assist in the preparation, review and reconciliation of grant budget report analysis, draw downs.
Assist in the preparation of the yearly S.E.F.A. for the single audit.
Set up transfer of funds for bi-weekly payroll
Work with the Director of Budgets on the setting up of grant accounts, budgets and budget modifications as needed.
Assist in the quarterly and year end closing procedures and preparation of financial statements for the College and Grants.
Responsible for assisting auditors and/or Director of Accounting in the annual audit of both the College and Grants. Assist in preparing, reviewing, and coordinating audit work papers and financial analysis.
Prepares year end payroll accrual journal voucher entries and supports year end activities related to payroll.
Responsible for Bank and MMARS appropriation reconciliations, completing transactional activity as needed.
Maintains records for complex allocation charges and usage.
Assist Accounts Payable with reviews and research variance in general ledger accounts assisting Cost Center Heads with accounts payable questions.
Prepares general, adjusting, and correcting journal entries.
Participates in system implementation efforts, works with administration to review and support process improvements and to create modern and efficient processes.
Works actively with other areas of the college to ensure a spirit of college-wide collaboration, collegiality, civility, and teamwork.
Embraces and supports the principle that \"diversity is everybody's business\" through the daily performance of duties and responsibilities.
Confers with agency personnel and outside agencies by telephone, in writing or in person to resolve accounting discrepancies and/or obtain statistical data and documentation for various reports and/or projects.
Serve as backup for college business office functions as needed within internal control parameters.
Performs other job-related duties as required or assigned.
Requirements:
Minimum Qualifications:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
XIII. SPECIAL REQUIREMENTS:
Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's License may be required.
Required Knowledge, Skills, and Abilities:
1. Knowledge of the principles and practices of accounting including terminology.
2. Knowledge of the methods of general report writing.
3. Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations.
4. Ability to read and interpret documents such as financial reports, accounts and ledgers.
5. Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
6. Ability to perform mathematical calculations using formulas to solve accounting problems.
7. Ability to follow oral and written instructions.
8. Ability to gather information by examining records and documents and through questioning individuals.
9. Ability to maintain accurate records.
10. Ability to prepare general and financial reports.
11. Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
12. Ability to communicate effectively in oral expression.
13. Ability to exercise sound judgment.
14. Ability to exercise discretion in handling confidential information.
15. Ability to deal tactfully with others.

Desired Qualifications:
General Ledger experience.
Close attention to detail, high level of accuracy, excellent time management skills.
Experience with fund accounting.
Experience with grant accounting.
Public higher education sector experience.
Experience with Commonwealth of Massachusetts accounting systems (MMARS/CIW/HRCMS etc).

Additional Information:
Salary: $75,182.90-$106,905.76
An appointment made from outside the bargaining unit will be at step one unless the collective bargaining agreement dictates otherwise.
