Position Characteristics :
The Director of Finance is responsible for directing the financial functions of the East Baton Rouge Council on the Aging, in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, other regulatory and advisory organizations and in accordance with appropriate financial management techniques and practices. The Finance Director will direct his/her internal staff and will oversee the agency in the absence of the Chief Finance Officer (CFO). The Finance Director will define the process and implement the infrastructure of systems to support substantial growth of the agency. The finance Director will continue to build and maintain effective and streamlined administrative/financial systems, including internal controls, separation of duties, cost allocation plan, fiscal policies and procedures, procurement policies. The Finance Director is responsible for assisting to overseeing a $10 million + budget and assuring that all expenses are paid in a timely manner including the local, state and federal taxes. The Finance Director is responsible for the monthly, quarterly and annual reporting to the funding sources. The Finance Director will prepare program budgets, the Agency budget and will prepare financial reports for the Board of Directors under the direction of the CFO.
Duties and Responsibilities :
- To reflect in all aspects of job performance the mission of the East Baton Rouge Council on the Aging, Inc. 'serving the elderly in East Baton Rouge Parish, to enrich and enhance their quality of life through advocacy efforts, creative planning, and coordination and provision of needed services, and to make it possible for them to live independent lives as long as possible.'
- Prepares financial statements for review by the EBRCOA, Governor's Office of Elderly Affairs and all other funders
- Work with Chief Executive Officer, Chief Finance Officer and senior staff; to develop the needed financial resource to serve the agency's mission
- Assist with the development and implementation of comprehensive annual and multi-year work plans that complement the Board of Directors' priorities and goals
- Supervise the accounting staff
- Develop cash flow forecasting and maintain a long-term cash forecast
- Monitoring of the EBRCOA's insurance and risk management program
- Review quarterly reports and present findings
- Assist with the annual insurance renewal process and ensure appropriate coverage is maintained at all times
- Assist with the management of the financial system, ensuing maximum productivity and that it meets the needs of the EBRCOA today and the future
- Develop and oversee accounting policies and procedures to meet both current and future business models
- Prepare the financial section of the annual report
- Ensure the EBRCOA is compliant with all internal policies and relevant regulations and ensure filings are completed in a timely manner
- Develop and oversee the internal review function to ensure that finance and operations controls and policies are compliant with GOEA and other regulators and funding sources. Ensure effective follow up processes are in place
- Ensure the accounting team delivers the highest standard of departmental, cross departmental and cross foundation teamwork and customer service
- Ensure optimal deployment of resources to achieve business goals
- Develop finance and accounting team goals that are fully aligned with the EBRCOA's goals
- Provide coaching, guidance and support, set professional development plans to assist employees to reach their full potential through the performance management process
- Assist with financial management reporting for the EBRCOA
- Present monthly and year-to-date financials with accompanying analysis of results
- Develop regular reporting and analysis, including key metrics reports, and conduct ad hoc financial analysis as required
- Ensure financial management reporting tolls and processes are in place to support the ongoing and future needs of the business
- Develop and prepare a monthly management-reporting package
- Participate with the CFO in the annual area plan development and budgeting process
- Provide ongoing financial modeling and analysis expertise to Chief Executive Officer and other departments
- Lead the financial modeling and analysis to support the development of long-term strategic initiatives and business plans
- Lead the quarterly outlook process
- Oversee department expenditures and work with the Chief Executive Officer and Chief Finance Officer to develop annual budget
- Ensure systems are effectively in place to monitor and track revenue generation; provide meaningful reports and projection updates to all constituents
- Perform other duties as assigned.
Since 1973, the East Baton Rouge Council on Aging (EBRCOA) has served the aging population of East Baton Rouge Parish through a spectrum of nutritional and social services. Additionally, the EBRCOA is charged with both meeting and discovering the growing needs of the ever-increasing aging population.

Meals on Wheels (home-delivered meals to homebound seniors)
Congregate Meals (hot meals at 15 different sites/senior centers throughout the parish)
Information and Assistance (trained counselors are available to answer questions, provide a thorough assessment of needs, make appropriate recommendations of services, refer individuals to other EBRCOA-related services in addition to other community-wide agencies/services available to the aging population)
Personal Care/Homemakers (trained caregivers providing in-home care; house-cleaning; laundry, respite, etc.)
Family Caregiver Support (assistance for caregivers tending to individuals 60+)
Health Screens (comprehensive screens at each senior center: glucose, immunizations, nutrition, referrals, etc.)
Insurance counseling; utility assistance (cable, electricity); Medicaid applications.
