Description

SAIC is hiring a Resource Budget Analyst to support the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) in the Office of Strategic Capital. This position is located in Arlington, VA and is 100% on site.

The Resource Budget Analyst will play a key role in supporting the organizations financial operations by preparing core financial statements, conducting variance analyses (comparing actual performance to budgets and forecasts), and analyzing financial data to generate management reports. This position is critical in identifying financial risks, developing risk mitigation strategies, and contributing to strategic financial planning through market trend analysis and financial projection development. The role requires exceptional communication skills to effectively convey complex financial information to diverse stakeholders, fostering collaboration and informed decision-making.

Key responsibilities include:

  • Conduct financial analysis, prepare financial statements, and develop management reports to support budgeting, forecasting, and long-term strategic financial planning initiatives.

  • Perform detailed variance analysis, create annual budgets, and develop financial forecasts.

  • Proactively identify and assess financial risks, ensuring compliance with financial regulations and standards.

  • Maintain strong relationships with stakeholders by providing actionable financial insights and recommendations.

  • Oversee the formulation and submission of funding packages, including Military Interdepartmental Purchase Requests (MIPRs), Universal Purchase Requisitions (PRs), and Intragovernmental Transactions (IGTs).

  • Manage the establishment and initiation of General Terms and Conditions (GT&C) agreements between Requesting and Servicing Activities.

  • Process Temporary Duty (TDY) travel requests for military, civilian, and contractor personnel, ensuring proper use of the designated travel portal and managing the distribution of required documentation to establish Defense Travel System (DTS) accounts and secure Government Travel Charge Cards (GTCC).

  • Track and manage travel expenditures to ensure alignment with budgetary constraints and organizational policies.

  • Oversee financial software systems to ensure accurate data management, reporting, and compliance.

Qualifications

Required Qualifications:

  • Active SECRET clearance.

  • US citizenship.

  • Bachelors and 10 years of experience; OR Masters and 8 years of experience.

  • Demonstrated mid-to-executive-level technical experience with DoW advanced technology programs, the management of technical projects, or equivalent occupational experience with 3 years or more of relevant experience.

  • Defense Agencies Initiative (DAI) experience.

  • Defense Travel System (DTS) experience.

  • Federal Regulatory Management (FMR) experience.

Desired Skills:

  • Prior OUSW(R&E)/Systems Security contractor fitness (suitability) authorization determination.

  • Office of the Under Secretary of War (OUSW) Staffing experience.
