The Director of Finance provides leadership and comprehensive operational oversight for the Budget and Procurement divisions within the Finance Department. Reporting directly to the CFO, this position manages a highly visible, mission-critical team responsible for ensuring that all departmental functions, procedures, and workflows are executed with efficiency, accuracy, and full compliance with County policies, state and federal regulations, and established financial standards. The Director plays a central role in driving continuous process improvement, strengthening internal controls, and enhancing service delivery across the department. This includes developing budget forecasts, guiding long-term financial planning, and ensuring that procurement activities support responsible stewardship of public resources. The role also fosters strong collaboration across Tax Office divisions and County departments to promote data-driven decision-making.

Essential Duties:
Departmental Leadership & Oversight
  • Provide leadership and oversight for Finance, Budget, and Procurement functions, managing a team of five.
  • Ensure alignment with departmental goals, regulatory requirements, and operational best practices.
  • Set clear performance expectations, monitor workload distribution, and foster a culture of accountability, collaboration, and continuous improvement.
Budget Development & Management
  • Oversee and guide the Tax Offices annual operating and capital budget development process, ensuring consistency, accuracy, and adherence to County requirements.
  • Provide directions to the Budget Manager while ensuring effective budget monitoring, variance analysis, and mid-year adjustments.
  • Review and validate revenue forecasts, expenditure trends, and departmental budget submissions to support sound financial planning and resource allocation.
Financial Planning & Forecasting
  • Lead multi-year financial planning and forecasting efforts to support organizational strategy.
  • Develop frameworks, standards, and best practices that strengthen internal controls, improve financial accuracy, and enhance transparency.
  • Drive department-wide initiatives that improve financial processes, data integrity, and report quality across all finance functions.
Procurement & Vendor Management
  • Oversight of procurement operations and contract lifecycle management, ensuring alignment with County purchasing policies and state procurement laws.
  • Establish governance standards, resolving escalated issues, and coordinating with Legal, IT, and operational departments on complex or high-risk procurement matters. Ensure procurement activities maintain compliance, ethical standards, and strong internal controls.
Financial Analysis & Reporting
  • Direct high-level financial analysis to support executive decision-making, including cost-benefit assessments, program evaluations, and operational efficiency studies.
  • Oversee the development of dashboards, financial models, and executive-level reports. Ensure accuracy, clarity, and timeliness of financial information provided to internal leadership, elected officials, and external agencies.
Capital Planning & Infrastructure Funding
  • Support capital improvement planning and execution by coordinating with Engineering, Facilities, and external partners to validate project costs and long-term financial feasibility.
  • Oversee the financial review and analysis of investment memos, major initiatives, and cross-department proposals and confirm that project proposals, cost estimates, and funding strategies align with long-term financial plans.
Commissioners Court Support
  • Collaborate with internal teams and executive leadership to ensure financial components of policies, court submissions, and organizational initiatives are accurate, compliant, and aligned with County requirements.
  • Review and validate financial content for Commissioners Court items, investment memos, and other strategic submissions to ensure consistency, fiscal responsibility, and clarity before final approval.
Workforce Planning & HR Partnership
  • Maintain a structured partnership with Human Resources to stay informed of staffing changes, position actions, compensation adjustments, and workforce trends.
  • Hold regular meetings with HR to ensure accurate personnel forecasting, alignment with budget assumptions, and proactive identification of financial impacts related to staffing decisions.
Audit Management & Compliance
  • Respond to audit inquiries, oversee walkthroughs, and ensure documentation meets County legislative and regulatory standards.
  • Implement corrective actions and strengthen controls based on audit findings.
Additional Duties
  • Perform additional responsibilities as required to support the accounting department and Harris County Tax Office

  • Bachelors degree in accounting, finance, or a closely related field.
Experience:
  • Minimum of ten (10) years of progressive experience
  • Experience managing a large professional team
  • Demonstrated expertise in process improvement, general ledger maintenance, and accounting
  • Strong organizational and communication skills.
  • High attention to detail and ability to meet deadlines under pressure.
  • Proficiency in accounting software and advanced Microsoft Excel skills.

  • Advanced Excel Proficiency: Advanced proficiency in Microsoft Office Suite: Excel, Word, Outlook, and Access
  • Detail-Oriented: Exceptional attention to detail with a commitment to accuracy in financial documentation, reporting, and compliance.
  • Time & Task Management: Adept at managing multiple priorities, meeting tight deadlines, and maintaining productivity in fast-paced environments.
  • Effective Communication: Strong written and verbal communication skills for engaging with internal teams, external partners, and regulatory bodies.
  • Strategic Problem Solving: Ability to identify root causes of financial discrepancies, implement corrective actions, and support audit readiness.
  • Adaptability & Initiative: Flexible and proactive in responding to evolving responsibilities, organizational changes, and process improvements.
  • Audit Preparedness: Experienced in preparing documentation and responding to inquiries for internal and external audits, ensuring transparency and compliance.

Work Environment:

  • Work is performed primarily in an office setting, subject to frequent interruptions with extensive work at a computer workstation.

  • Flexibility to work evening and weekend hours, dependent upon business needs.

  • Occasional travel to conferences and training sessions may be required.

Physical Demands:

  • Sedentary role with medium physical effort required, however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting to 30 lbs. or similar activities (e.g., filing, delivering, sorting).

  • Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).
