POSITION SUMMARY:Performs a wide variety of administrative support, technical accounts processing, and financial recording duties; performs other duties as required or assigned. The principal function of an employee in this class is to perform a wide variety of administrative support, technical accounts processing, and financial recording duties. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the department directors, staff, and the general public. The principal duties of this class are performed in a general office environment.
ESSENTIAL FUNCTIONS:
- Performs accounting functions.
- Performs a variety of administrative support duties in the administration of public works for the City; including auditing invoices, preparing PO's vendors, and tracking assets.
- Monitors adherence to proper policies and procedures at all stages of the accounting/budget process to ensure all entries are complete and entered in a timely manner and performs purchase order and invoice functions which includes, verifying purchase orders and invoices with account numbers, recording requisitions, and entering information into the accounts payable system.
- Balances vendor statements monthly to ensure the accuracy of all entries and account balances.
- Assumes responsibility for other duties as required or assigned.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Responds to citizens' questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Graduate or General Education Degree (GED) required.
- Associate's degree (two-year college or technical school) preferred, Field of Study: Accounting, Business Management, or a closely related field.
- 4 plus years of experience in Accounting or Bookkeeping or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Thorough knowledge of bookkeeping, accounting, and purchasing functions, including reviewing, posting, balancing, and reconciling complex financial records.
- Thorough knowledge of the policies, procedures, rules, and regulations of Nampa City and the Finance Department.
- Thorough knowledge of modern office practices, procedures, and techniques.
- Ability to perform technical billing, payroll, and accounting functions efficiently and effectively.
- Ability to type accurately and make computations and tabulations accurately and in a timely manner.
- Ability to maintain records efficiently and effectively.
- Ability to evaluate new circumstances and apply prior experience and knowledge with good judgment.
- Ability to establish and maintain effective working relationships with supervisory personnel, and other City employees, and the general public.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
