Lead Payroll Specialist @ Accounting/ Finance

Primary Purpose:
To maintain accurate payroll records and handle employee inquiries in a prompt, courteous manner. In the absence of the payroll supervisor and/or coordinator will ensure timely and accurate payroll processing.
Qualifications:
Education/Certification:
High school diploma or GED
Some college hours (preferred)
Special Knowledge/Skills:
Aptitude for math
Knowledge of basic payroll accounting procedures
Ability to maintain accurate and auditable records
Ability to use personal computer and software to develop spreadsheets, databases and do word processing
Proficient in keyboarding, 10-key numerical data entry, and file maintenance
Ability to work with numbers in accurate and rapid manner to meet established deadlines
Effective organizational, communication, and interpersonal skills
Ability to communicate effectively
Ability to handle a heavier workload in the event of payroll specialist absence
Experience with Microsoft Office products including Word, Excel, and Outlook
Experience:
Five (5) years payroll accounting experience
Experience in school district payroll function preferred
Major Responsibilities and Duties:
Payroll Accounting
Verify budget codes for new employees or employees with a change in status.
Maintain payroll files on all employees.
Verify that employees are docked for absences when they have used more days than they have earned.
Ensure that withholding taxes are properly transferred each pay period.
Prepare check requests for wage levies and child support payments.
Assist with accurate preparation and distribution of W-2's each year.
Assist employees promptly and courteously with any payroll questions or problems they may have.
Process benefits refunds and adjustments.
Process payroll deductions and wire transfer for BMG loans.
Process manual checks and void/reissues each payroll.
Process insurance adjustments from accounting.
Train new payroll specialist to perform payroll loads and key action sheets for new and current employees.
Back up with coordinating the processing of payroll with MIS, Human Resources, Rick Management and ancillary departments
Back up to the management of payroll balancing hours and dollars each payroll
Data Entry
Make new employees active in computer and sets up appropriate retirement plan, income tax, and other miscellaneous deductions as necessary.
Ensure that all departments have their time entries in the computer on a timely basis.
Input data into accounting system.
Ensure all wage levies, child support payments and other deductions are accurately inputted into the payroll system.
Review action sheet supplemental pay entries prior to the running of the payroll edit.
Records and Reports
Prepare TRS reports as required.
Compile, maintain, and file all reports, records, and other documents as required including maintaining payroll and related files.
Ensure all audit reports and W-2's are properly distributed.
Ensures all manuals and voids have been properly recorded for tax purposes.
Ensure all payroll procedures are documented, reviewed and updated continuously.
Other
Work cooperatively with human resource department, principals, department heads, campus and department secretaries, and employees to ensure accuracy of information reported. Resolve payroll problems and inquiries.
Maintain confidentiality of information.
Follow district safety protocols and emergency procedures.
Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
Implement alternative methods of instruction as needed.
Perform other duties as assigned.

Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of Non-Instructional Paraprofessional Personnel.
Mental Demands/Physical Demands/Environmental Factors:
Tools/Equipment Used: Standard office equipment including computer and peripherals
Posture: Prolonged sitting; occasional kneeling/squatting, bending/stooping, pushing pulling, and twisting
Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching
Lifting: Moderate lifting and carrying (up to 15 pounds); May require occasional heavy lifting and carrying (15-45 pounds)
Environment: May work prolonged or irregular hours; frequent districtwide travel
Mental Demands: Work with frequent interruptions; maintain emotional control under stress
