SUMMARY: Provides support services in employment, human resource information management, and labor relations; processes semi-monthly payroll for all District employees. ESSENTIAL FUNCTIONS : This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. Ensures all new employees receive appropriate payroll forms; enters new employee information and existing employee changes. Establishes appropriate payroll setup for employees in accordance with applicable employment contracts. Prepares and processes W2 tax forms for employees and tax agencies. Responds to inquiries and requests from buildings and departments related to employee status changes. Assists employees with HR and Payroll questions; communicates policies and procedures effectively. Receives and sorts timecards; enters hours and verifies appropriate hourly rates and account codes. Composes and implements payroll schedule as it relates to check dates, number of checks, cut off schedules and payroll processing dates. Runs and processes payroll semi-monthly; prints paychecks; creates and sends ACH direct deposit files. Prepares and processes adjustment payrolls as necessary. Manages pay codes and deductions. Responds to inquiries and resolves complaints and discrepancies within scope of information and authority. Maintains filing system for time cards, substitute pay, and employee files. Manages TRA and PERA reporting; completes reports as requested. Responds to and completes garnishment/child support paperwork. Processes union dues changes based on requests or contract settlements. Compile and provide reports and data as needed. Promotes and supports the overall mission of the District by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and Experience: Two (2) years of college level course work in business, human resources administration, or field related to the work, AND Two (2) years of payroll administration support experience. OR an equivalent combination of education, training and experience. Required Certificates, Licenses, and Registrations: Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. None Required Knowledge and Skills Required Knowledge: HR and Payroll laws and regulations. Principles and practices for providing customer and personal services. Administrative principles and practices, including Microsoft office suite. Applicable laws, codes and regulations. Records management principles and practices. Computer applications related to the work. Correct business English, including spelling, grammar and punctuation. Required Skills: Performing human resources and payroll duties in a variety of assigned areas. Interpreting, applying and explaining applicable laws, codes and regulations. Maintaining accurate records and files. Preparing clear and concise reports, correspondence and other written materials. Using initiative and independent judgment within established procedural guidelines. Maintain confidentiality of employee records. Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
