Job Summary: The Disbursement Accounting Assistant provides essential operational support to the Disbursements and Reporting team. Working under the direction of the Disbursements & Reporting Manager, this role ensures accurate processing, posting and reporting of County tax disbursements. The position requires strong analytical skills, exceptional attention to detail, and the ability to maintain accuracy in a fast-paced, deadline-driven environment.
Essential Duties
Data File Uploads
- Receive, load, validate, and maintain daily data files for Property Taxes, Special
- Inventory Taxes, Hotel Occupancy Taxes, Beer & Wine Permits, and other county fees.
- Identify and resolve file errors or ensure accurate downstream processing
- Maintaining organized documentation to support audit trails and internal controls.
Disbursement Processing
- Prepare, verify, and process disbursements in accordance with established schedules and regulatory requirements.
- Ensure accurate posting of transactions and support compliance with local, state, and federal regulations.
- Assist in maintaining internal controls that safeguard financial integrity.
Reconciliation
- Perform daily, weekly, and monthly reports and reconciliations to ensure all disbursements, postings, and receipts balance across systems.
- Investigate variances using logical reasoning and escalate discrepancies requiring managerial review.
Reporting and data validation
- Assist in compiling and validating data for the Monthly Report of Taxes and Fees (MRTF) and other recurring financial reports.
- Format, proof, and prepare reports for internal leadership, external agencies, and audit requirements.
- Contribute to improving clarity, consistency, and accessibility of reporting materials.
Month-end support - Support month-end close activities, including preparing files, running scheduled processes, validating outputs, and confirming accuracy.
- Ensure all month-end tasks are completed accurately and on time to support departmental deadlines.
Communication
- Monitor and respond to incoming FTP site requests, ensuring timely retrieval, distribution, and documentation of files.
- Serve as a communication link between internal teams and vendors, regarding disbursement-related inquiries.
Additional Responsibilities
- Perform additional responsibilities as required to support the accounting department and Harris County Tax Office with special projects, audits, and process improvements as assigned

- High School Diploma.
- A minimum of five (2) years of accounting experience
- Strong communication skills, attention to detail, and ability to meet deadlines under pressure.

- Skilled in handling multiple assignments, prioritizing tasks, and maintaining workflow efficiency

- Advanced proficiency in Microsoft Office Suite: Excel, Word, Outlook, and Access
- Collaborative team player with the ability to resolve issues independently and work with urgency and precision
- Excellent verbal, written, and reading comprehension skills
- Strong understanding of daily operational processes and task flows
- Detail-oriented and comfortable performing repetitive tasks with consistent accuracy and efficiency

Work Environment:
Work is performed primarily in an office setting, subject to frequent interruptions with extensive work at a computer workstation.
Flexibility to work evening and weekend hours, dependent upon business needs.
Occasional travel to conferences and training sessions may be required.
Physical Demands:
Sedentary role with medium physical effort required; however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting to 30 lbs. or similar activities (e.g., filing, delivering, sorting).
Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).
