Schedule: 3 weekdays, 9 am - 4:30 pm
Wage: $29.17/hr - $33.49/hr (starting at $29.17/hr)

THE OPPORTUNITY:

Working within the Finance team, the Payroll & Benefits Specialist plans, implements, and oversees the payroll & benefits functions for the organization. Participates in policies and procedure formulation and the evaluation of current payroll related practices.

DUTIES & RESPONSIBILITIES:

Payroll:

  • Processes bi-weekly union payroll for 180+ staff using Payworks timesheet system;
  • Ensures that the necessary facilities and equipment are in place, payroll guidelines and policies are adhered to, and legal requirements are met;
  • Ensures payroll data is secure and maintained in a confidential manner;
  • Reviews online timesheets for accuracy i.e. correct total hours, project codes and wage rates, etc.;
  • Reviews pay statements and payroll registers for accuracy and corrects any errors if necessary;
  • Calculates and processes pay adjustments as required such as step changes, retro payments etc.;
  • Maintains employee database including the set-up of new hires, deductions/benefits, terminations salary changes, group health benefit changes and all payroll related changes;
  • Has a thorough understanding of the Collective Agreement in order to adhere to day-to-day payroll transactions;
  • Coordinates and issues Records of Employment (ROE), T4 slips and T4A slips as required;
  • Responds to payroll related questions and concerns;
  • Administers remittance for union dues and Municipal Pension Plan (MPP) as needed;
  • Supports the preparation of annual reporting including Employee Turnover Survey and MPP Annual Payroll within timelines;
  • Prepares payroll reports and conducts investigations for any discrepancies;
  • Manages payroll and works with Program Managers to ensure wages are consistent with contracts;
  • Provides information to respond to inquires from lawyers regarding legal requests related to Motor Vehicle Accidents and compiles confidential information, reports etc.;
  • Responds to requests for information regarding Worksafe, STD, and Disability, assists with completing confidential information forms and provides payroll information as required;

Benefits:

  • Manages the administration of benefits for union employees. Works with benefits provider to rectify issues with employee benefits changes and invoicing;
  • Key contact for internal stakeholders eligibility, administration, responding to inquiries;
  • Reviews and updates payroll register for accuracy and correct any errors in the employee benefit premium amounts accumulated in the Payworks system on a monthly basis to ensure premiums invoiced are equal to the amounts allocated by employee and expensed to correct programs;
  • Gain a thorough understanding of employees eligibility for the Agencys Group Health and Welfare Benefits;
  • Manages MPP process ensures staff eligibility and monitors timing in which new employees should receive employment benefits and ensure they are enrolled on a timely basis (Group Health, Medical Services Plan and MPP);
  • Other duties as assigned.

QUALIFICATIONS:

  • Minimum 3 years of proven, progressive Canadian accounting experience and completion of a Level 2 Canadian accounting program or an equivalent combination of experience, education and training;
  • Membership with the Canadian Payroll Association and Compliance Practitioner (PCP) professional designation;
  • Experience with union payroll;
  • Verbal and written fluency in English at a professional level;
  • Knowledge and experience with Sage 300 and Microsoft Office software including proficiency in Excel and Word;
  • Ability to exercise a high level of professionalism and discretion with confidential information;
  • Strong organizational skills and ability to multi-task are necessary;
  • Ability to work independently and meet deadlines are required.
