The Payroll Specialist is responsible for the accurate and timely processing of weekly, bi-weekly, and semi-monthly payroll for salaried and hourly employees. This role works closely with the Payroll and Human Resources teams to ensure the integrity, accuracy, and compliance of employee payroll data and related financial records.
The ideal candidate will have a strong understanding of payroll processes, regulatory compliance, and payroll tax requirements. This position requires experience with multi-state payroll and knowledge of federal contracting payroll requirements, including the Davis-Bacon Act (DBA) and Service Contract Act (SCA).
The Payroll Specialist will collaborate regularly with project managers, supervisors, and employees to ensure accurate time reporting, labor allocation, and compliance with federal wage determinations. This role requires exceptional attention to detail, strong analytical skills, and the ability to maintain strict confidentiality.

Primary Duties and Responsibilities
Process weekly, bi-weekly, and semi-monthly payroll for both salaried and hourly employees, ensuring accuracy and timeliness.
Ensure compliance with federal contracting requirements including: Service Contract Act (SCA)
Davis-Bacon Act (DBA)
Internal Revenue Service (IRS) regulations
Maintain accurate payroll records, certified payroll reports, and audit documentation.
Review and validate timekeeping records for accuracy and ensure proper labor allocation to contracts.
Process employee payroll transactions including new hires, terminations, pay rate changes, bonuses, and deductions.
Administer garnishments, child support orders, tax levies, and benefit deductions.
Reconcile payroll accounts and resolve discrepancies in a timely manner.
Prepare and submit quarterly and annual tax filings (941, W-2, state filings).
Assist with government audits, DCAA reviews, and compliance reporting.
Ensure proper labor distribution in accordance with contract funding.
Coordinate with HR regarding employee classifications and wage determinations.
Maintain strict confidentiality of employees and company information.
Monitor and maintain compliance with all applicable payroll regulations, policies, and procedures.
Qualifications and Skills
Associate or bachelor's degree in accounting, Finance, Business Administration, or related field or equivalent experience 7-10 years.
3+ years of payroll processing experience, preferably in a government contracting environment.
Working knowledge of: Prevailing wage determinations
Certified payroll reporting
Federal Acquisition Regulation (FAR)
Experience with payroll systems (ADP, Paycom, Paylocity, Costpoint, or similar).
Strong understanding of multi-state payroll processing.
Proficiency in Microsoft Excel.
Excellent analytical and organizational skills.
Preferred Qualifications
Experience working with DCAA-compliant accounting systems.
Certified Payroll Professional (CPP) designation.
Experience supporting companies with federal contracts.
