The Payroll Director is a key leader responsible for providing vision and leadership for the payroll team and overseeing the entire payroll function. This includes developing and implementing the business strategy and overseeing all aspects of payroll operations, including service standards, productivity, quality assurance, process improvement, cost control, staff and leader development, and compliance with policies and procedures as well as state and federal regulations. The Payroll Director position reports directly to the AVP/Controller.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Direct and lead all aspects of payroll processing, ensuring accuracy, timeliness, and compliance with regulations.
Lead and manage the payroll team to meet targets and service level agreements set for day-to-day operations.
Ensure compliance by developing and implementing payroll policies and procedures in accordance with federal, state, and local tax laws, labor laws, and company regulations. Plan and execute strategy roadmaps for payroll, which include workforce planning, setting up end-to-end payment functions, and working with Accounting to reconcile relevant accounts.
Coach and guide payment services teams to perform at an exceptional level and manage expectations with various stakeholders. Manage milestones and deliverables by ensuring KPIs are communicated and tracked.
Implement and report (biweekly, monthly, quarterly) on key metrics to monitor, manage, and improve quality and efficiency.
Evaluate current operations, identify control weaknesses and inefficiencies. Recommend and develop new strategies and more efficient processes related to Payment Services.
Identify, plan for, and develop strategies, services, and activities to support current and future customer needs in an efficient, effective, and high-quality manner.
Identify, justify, and support new projects related to improving payroll processes overall, serving as a key stakeholder for all aspects of the payroll project life cycle (design, development, testing, and implementation).
Instill and foster a change management and continuous improvement mindset.
Keep informed of industry and regulatory trends and prepare the payment services team to respond effectively to the changing business environment. Ensure low payment risks/losses for all cashless transactions on various DART platforms.
Partner and build relationships with internal stakeholders and external payment partners to manage and optimize a successful payments business.
Collaborate with cross-functional groups such as Human Resources, Business Innovation, Treasury, Procurement, Technology, and other management teams to improve payment processes, system functionalities, and fraud detection methods.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Note: An equivalent combination of related education and experience may be substituted for the below-stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.
Bachelors degree from an accredited college or university in Finance, Accounting, Business Administration, or a related field.
Five (5) years of related payment operations experience, including experience managing a professional staff.
Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
Pass a criminal background check and credit check.
Knowledge of relevant federal, state, and local regulatory rules and policies related to payment operations, as well as tax-related requirements. Good understanding and knowledge of fraud, payments, and risk
Strong experience with metrics and reporting; ability to analyze, assess, design, and adjust process flow for payment operations and the related quality and efficiency impacts. In-depth knowledge of principles, policies, and practices related to payment operations
Proficient in PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Workday, Ripplestone, Tableau, Microsoft Office applications of Word and Excel, or other related software applications.
Excellent written and verbal communication skills, along with strong leadership skills

WORKING CONDITIONS
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
