JOB SUMMARY

The Income Tax Supervisor plays a critical role in supervising and leading the direction of one or more sections in the Income Tax Accounts (ITA) Division of the Oklahoma Tax Commission (OTC). This position is responsible for providing direct leadership and oversight for the daily operations of the Individual and/or Corporate Income Tax Sections. The Income Tax Supervisor will perform supervisory functions including evaluating performance, making recommendations on disciplinary actions, providing for employee development, and approving time off.

DUTIES AND RESPONSIBILITIES

The functions performed by employees in this job family will vary by level, but may include the following:

  • Provides leadership and supervision to ITA sections
  • Appropriately addresses internal and external customer issues while respecting business needs
  • Administers applicable laws, regulations, procedures, and financial, and administrative controls
  • Coordinates the work of the section while also communicating with other sections based upon peak times and needed assistance
  • Identifies the most appropriate method to complete tasks and meet deadlines
  • Assigns tasks and directs employees in consideration of deadlines
  • Counsels subordinates and evaluates performance to ensure continued skill development, knowledge acquisition, and quality professional standards
  • Reviews, evaluates, and quantifies productivity and streamlines processes to improve processing time
  • Develops a culture of continuous improvement by evaluating, quantifying, and implementing new solutions
  • Creates and updates procedures and training materials
  • Assists or assigns high-level personnel in training lower-level or new co-workers
  • Advises taxpayers and legal representatives concerning the interpretations and applications of the tax laws and rules and in the preparation/completion of tax reports
  • Performs review of returns for accuracy
  • Coordinates the fraud prevention process and activities within the department
  • Reviews, evaluates, and quantifies results of shared information from Federal, State and outside sources to minimize risk
  • Directs the development of processes to identify and resolve possible fraud risks; analyzes return trends to provide guidance for determining fraud processing edits for the system
  • Evaluates large data sets to find anomalies; tests changes to the fraud software to ensure processing edits are working as expected
  • Identifies and make recommendations on policy issues regarding the project including setting criteria for cases
  • Develops and implements methods of tracking fraud; monitors and assesses progress and results
  • Develops procedures for processing potential fraud cases
  • Maintains statistics for potential fraud cases and provide updates to managers
  • Works with employers and tax professionals that have been victims of a data breach to identity affected taxpayers and accurately processes their returns
  • Analyzes income tax returns for possible fraud patterns based on independent thinking and reasoning
  • Uses specialized web based computer systems to verify or adjust returns identified by the fraud program
  • Uses information available on the return, data from other states and sources, and general tax information, to determine if the return is fraudulent, including verifying authenticity of forms W-2 and 1099, using internal information or contacting the employer

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • A bachelors degree in accounting, finance, business or public administration; or closely related field; PLUS three years of experience in auditing, accounting, finance, business administration or closely related field
  • OR seven years of experience in auditing, accounting, finance, business administration or closely related field
  • OR an equivalent combination of education and experience

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

This position may require occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Drivers License is also required.

The Oklahoma Tax Commissions normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicants home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
