Job Overview

This is a specialized position responsible for performing tasks associated with Loudoun County Public School Board payroll policies and regulations. An employee in this class serves as a team leader for processing transportation payroll, extra pay batches, and substitute payroll. This also includes working with 3rd party vendors and the interface into the payroll module. This position is also responsible for court ordered garnishments, state and federal tax liens, educational loan garnishments and child support. This position maintains employee’s tax withholdings along with federal and state lock in letters. Staff in this position must communicate directly with employees and external agencies on all types of third party orders. Work independently, but is subject to detailed rules, regulations, procedures, and guidelines.

Roles and Responsibilities

The following information is intended to describe the overall nature and scope of the work being performed. This is not a comprehensive listing of all responsibilities or tasks; work may differ and other work may be assigned when deemed appropriate.

  • Researches and responds to employee inquiries regarding involuntary paycheck deductions for employee child support, garnishments, and tax liens.
  • Corresponds with the taxing authorities, child support agencies, and courts for issues involving documentation of employee garnishments.
  • Processes and reconciles Short Term Disability payments.
  • Processes and reconciles Workers Compensation payments.
  • Processes and reconciles VLDP
  • Processes and reconciles PPML
  • Communicates with the Transportation Department on any irregularities in work hours and absence management.
  • Processes and validates the data import/export file from 3 rd party vendor interface for Transportation employees.
  • Collects, verifies, and processes extra pay for employees.
  • Processes Lock-In Letters from the Internal Revenue Service.
  • Processes and reconciles garnishments based on state and federal guidelines.
  • Processes and verifies leave accruals for all benefited employees.
  • Processes court ordered garnishments, state and federal tax liens, child support and educational garnishments in the HR/Payroll System.
  • Leads the management of third-party time and attendance software.
  • Responds to inquiries regarding payroll procedures from internal and external sources.

Qualifications

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.

Education

Associates degree in Accounting or related field preferred

Experience

  • Four years of progressive experience in an automated payroll system
  • Experience with payroll/Human Resources Management Systems (HRMS)/Oracle preferred

Licenses and Certifications

NA

Knowledge, Skills and Abilities

  • Knowledge of school system payrolls, i.e., the intricacies and special requirements of a diversified system of employees, licensed, classified, auxiliary, administrators, substitutes, part-time staff
  • Intermediate user of Microsoft Excel
  • Knowledge of payroll processing procedures and general office practices and procedures
  • Ability to operate standard office equipment such as photocopiers, scanners, printers, facsimile machines and personal computer
  • Strong communication skills
  • Experience in collaborative teamwork
  • Strong ability to organize
  • Ability to work under pressure with frequent interruptions
  • Knowledge of Microsoft Office products
