The Ohio Department of Administrative Services (DAS) is the engine of state government, providing innovative solutions and supporting the efficient operation of state agencies, boards, and commissions. DAS program areas serve our Ohio government customers, who in turn directly serve the interests of Ohioans. We help procure goods and services, deliver information technology and mail, recruit and train personnel, promote equal access to the state workforce, lease and manage office space, process payroll, print publications and perform a variety of other services.

Job Duties

Responsible for coordinating, managing & directing invoicing and revenue accounting & reconciliation for the Department of Administrative Services (DAS), Office of Finance:

Supervise the Cash Management and Billing functions within the Office of Finance;

Coordinates staff with program areas to establish billing methodologies, discrepancies & business practices;

Oversees process of cost analysis & expense & revenue data;

Directs overall billing & analysis, plans & reports;

Supervises development of policies & procedures for billing & cash management activities;

Formulates & directs implementation of reporting, tracking & analysis methodologies for billing to user agencies;

Manage the billing supervisor and assist as needed with consults with program managers, Business Office management & other agency staff to determine billing needs;

Supervises the management of billing and customer reconciliation;

Directs program initiatives to determine proper billing components for complex service configurations;

Develops recommendations for alternate designs to improve program efficiency;

Management communication initiatives between user agencies & service providers, supervises the management of customer relations regarding DAS usage estimates & invoices;

Coordinates development and delivery of operational guidance and directives to customers;

Assures complete and accurate accounting of all billable revenue;

Assists the cash management supervisor if escalation is needed to resolve disputes or issues with customers;

Assist in coordination of certifications for aged receivables;

Assist in the monitoring of cash and make recommendations for process improvements, expedited billings based on cash levels, and/or expedited collection effort based on cash levels.

In coordination with Financial Manager and Billing Supervisor act as a lead in managing DAS billing systems:

Provides requirements and configuration standards;

Identifies and assigns resources to develop and maintain applications;

Coordinates new billing system design requirements with project staff, agency staff, customers and other stakeholders;

Assures proper implementation and testing standards;

Identifies and coordinates modifications; Provides training as needed.

Manages liaison efforts with customer agencies, vendors & program managers to discuss, explain & interpret federal state or departmental policies, rules & regulations affecting assigned invoicing and revenue generating functions (e.g., SWCAP, state purchasing rules, operating & capital fund requirement, etc.):

Provide project coordination and information services to/from stake-holders relating to DAS services;

Communicate service information and expectations (i.e., rates, volume, project, and budget);

Review customer's portfolio of services, update, and monitor as necessary;

Provide outreach services; advocate for customer interests, makes presentation and issues various communication as directed.

Qualifications

66 mos. exp. or 66 mos. trg. financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 12 mos. exp. as Financial Program Manager, 66585.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
