POSITION SUMMARY:

Responsible for performing and managing complex audits (financial, operational, and compliance).  Perform planning, fieldwork and reporting for advanced, specialized and /or managerial audits in multiple disciplines.  Perform critical project management duties to plan, direct, supervise, review and report on the work of audit staff.  Provide expertise in accounting and auditing standards, audit requirements, and information technology skills.  Assist the Director in performing risk assessments, and implementing the annual audit plan and quality assurance program. Provide and independent assessment for management to determine whether planning, accounting, custodial, or control activities are in compliance with management instructions, applicable policy and procedures, and in a manner consistent with both the Authority’s objectives and high standards of administrative practice. 

MINIMUM REQUIREMENTS:

  • Bachelor degree in a related field and seven (7) years of progressively responsible work experience including managing/supervising audit staff, or an equivalent combination of education, training and experience.  Experience with automated workpaper systems required (AutoAudit desired); experience in construction auditing and peer review/quality assessment is desirable.
  • Current CPA or CIA required. A second certification must be achieved within 18 months of employment in this position (CPA, CIA, or CISA is preferred but others may be considered).
  • Requires knowledge of data analytic software (ACL desirable), Microsoft Office (Word, Excel and Access), as well as basic knowledge of automated financial and management information systems.
  • Knowledge and application of professional standards required including Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Accounting Principles, Generally Accepted Auditing Standards (GAAS), Government Auditing Standards (GAS) and The Institute of Internal Auditors’ International Professional Practices Framework (IPPF).
  • Ability to effectively manage staff involved in complex work impacting the operation of auditees.
  • Ability to provide timely, relevant, and honest feedback to staff pertaining to job performance, identify areas for training and improvement and opportunities for growth and development.
  • Must have demonstrated ability to direct and control a number of concurrent audits and manage to completion.
  • Knowledge of procurement and contracting practices, sampling methodologies, qualitative/quantitative analysis, and financial, cost and management accounting required.
  • Understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline.
  • Must display knowledge of developing evidentiary material and of investigative techniques.
  • Knowledge of management and organization theory.
  • Knowledge of contracting principles, construction accounting and auditing, federal and state grant policies and procedures, and accounting.
  • Analytical, problem-solving and decision-making skills, mediation and consensus-building skills, and conflict resolution and team building skills.
  • Demonstrated ability to perform, direct and control a number of concurrent audits, projects, or tasks and manage to completion
  • Excellent oral, written, and interpersonal skills required.
  • Valid Florida driver’s license required.
